Where was the most important layer of protection supervision. How did a 15 month old get away from their care giver. It is obvious that parents are not undrestanding the important layers of protection needed to prevent this horrible tragedy. We produced a DVD that was endorsed by the Broward County Health Department that goes over everything that a parents should know. Please view our site http://www.babyotterswimschool.com for more information on this DVD. We also have a five day water survival program that has been saving lives for over 25 years teaching children what to do if they should fall into the water. Such a very sad tragedy.
