Why is there not a penalty if a child drowns in the swimming pool. We have penaltiesi for everything except where children are concerned. No doubt some of the parents are drunk and I often wonder if they are accidents or sometimes murder. The most annoying part is when the parent then gets on tv and inthe newspapers and advises people to look after their children something they did not bother to to. Then they start up a collection for the family God only knows why. The money collected should go to the hospital not the family. I think the baby bonus should be paid direct to the hospitals.
